Piracy- A career choice in Somalia

Is Somalia a "nation" or state? Also, in a comparative government context, how does an outside party work with Somalia or perhaps with whom do they work?

I was using "nation" in the context of, "a community of people composed of one or more nationalities and possessing a more or less defined territory and government" (merriam- webster)

Ethiopia has to some degree worked with the transitional government of Somalia, mainly in sending troops to fight off the Union Islamic Courts (for the security of Ethiopia). The US intervened militarily in 1992 but left soon after in 1994. There is evidence that they now support various warlords also for the purpose of fighting off the UIC. Depending on the countries interests they can pick and choose who in Somalia they wish to work with.

The Somalian punishment for piracy, under sharia, is the removal of heads, arms, or other appendages. I guess these pirates careers are coming to an end. I have no sympathy for them.
